Title: Edward Hawke Locker (1777-1849).
Description: Edward Hawke Locker had served at sea as the secretary to Admiral Edward Pellew (later Lord Exmouth), was a Fellow of the Royal Society and an amateur artist and friend of notable literary figures. He was also the son of William Locker, Lieutenant-Governor of the Royal Hospital for Seamen until 1800.
He became Secretary of the Royal Seamen's Hospital in 1819 and Commissioner in 1829. In 1823 he started carrying out his father's plan for a 'National Gallery of Marine Paintings', using the Painted Hall to display donated works of art.
